Welcome to the City Lab on climate budgeting, taking place on 1–2 September 2026 in Turku, Finland – a hands-on workshop designed for cities interested in climate budgeting!

For every interested BSR city: best practices and hands-on application of the tool you can use to calculate your city's climate scenarios!

Together with peers from across the Baltic Sea Region, you will exchange practical experiences in climate budgeting, explore real city use cases, and work directly with the open CADS (Climate Action Decision Support) Tool for climate scenario calculations.

Together with peers from across the Baltic Sea Region, you will:

  • exchange city experiences in climate budgeting,
  • explore the open CADS (Climate Action Decision Support) Tool and real city use cases, and
  • login and test the CADS Tool and learn with the instructors how to use it for your climate calculations.

In addition to the inspiring presentations, the event will include site visits, networking exchange dinner, and dedicated city-peer session, so you will have all the opportunities to get connected more deeply with other Baltic Sea Region cities working on climate actions bringing administrations to climate neutrality.

When: 1-2 September 2026

Where: Turku, Finland

For whom: The main target audience of the workshop are city employees from local authorities in the Baltic Sea Region. We also welcome other stakeholders working with climate budgeting in cities as well as city representatives beyond our region.

  • This is an open event for any interested city, but the number of places is limited, so make sure to register early!
  • The discussion will focus largely on the tool, so we especially encourage to join those cities that have already participated in at least one of the previous training modules of the course – and we invite all participants to (re-)watch them when preparing for the meeting.
