Climate Budget Summit in Brussels
European cities have set bold climate targets, but municipal budgets are tight, priorities compete, and political cycles are short. On 14 October 2026, we invite city leaders, local practitioners and climate experts to Brussels to explore how climate budgeting can turn ambitious targets into concrete investment and action.
How Local Leaders Turn Climate Ambition into Action
The Climate Budget Summit will bring together transformative trends from the city networks Union of the Baltic Cities and Eurocities, and local Mayors, decision-makers and practitioners driving the climate neutrality forward in their cities. With the moderation by HafenCity University Hamburg, we will link strategy, practice and research to examine how climate budgeting can support local climate ambitions!

Participation to all parts of the Summit is free
The Summit will focus on the ambitions, targets and needs of cities driven by climate commitments towards net-zero action. But our discussion will be far from abstract: participants will be also equipped with a newly launched, open CADS Tool designed to support cities in making climate-informed decisions!
With passionate climate leaders from the Baltic Sea Region, we will explore:
- what effective climate decision-making looks like in practice,
- what has already been achieved through applying EU climate strategies on the ground, and
- how can climate budgeting be applied in communicating climate goals and needs to your Mayor and Citizens.

This summit is the final open event organised within the Climate-4-CAST project, which for 3 years has assisted local authorities in integrating climate actions into urban governance processes to reach climate neutrality. We are happy to share our key findings and concrete tools and lessons learned with Europe!
