Survey on cities' climate adaptation capacity and preparedness

Municipalities across the Baltic Sea Region are facing increasing climate‑related risks, while working under very different local conditions, capacities, and governance frameworks. To better support this work, the ClimaResponse project is developing a digital platform tailored to help municipalities implement more effective climate adaptation measures.

We are inviting your municipality to participate in a short survey on climate adaptation capacity and preparedness, have your say by 20 February 2026.

The survey on climate adaptation capacity and preparedness focuses on:

  • Local climate risks and recent experiences of extreme events
  • Planning documents, prioritization practices, and budget allocation
  • Organizational capacity and collaboration
  • Data, tools, and technical or institutional dependencies
  • Key barriers and priority needs for the coming year

Your responses will be used to:

  • Design platform features, tools, and guidance that are directly relevant to municipalities
  • Ensure that the platform reflects Baltic Sea Region conditions and practices, rather than generic solutions
  • Identify where additional support, data access, or capacity building is most needed

The survey on municipal climate adaptation in the Baltic Sea Region is open until 20 February.
It takes approx. 15-20 minutes to fill in. All results will be analyzed at an aggregated level; individual municipalities will not be identified in external reporting.

Suggested respondent: someone with insight into municipal climate adaptation or risk management work (municipal staff and officials involved in climate adaptation, disaster risk reduction, spatial planning, environmental management, civil protection, or related functions at the local level).
We recommend submitting one answer per city.
