The third People and Planet Conference will bring together researchers, businesses, and practical actors to explore scientific findings and innovative solutions for planetary health. Together, we will examine the synergies and contradictions between biodiversity, health, and the economy, and discuss how to foster vibrant regions that benefit both people and the rest of nature. This module focuses on building a robust climate actions portfolio grounded in existing strategies and supported by credible emissions data. Participants learn how emissions baselines and action-level calculations are developed, including data sources and emissions factors, and how challenges are addressed in practice.

This module deepens climate budgeting by examining how to assess the financial costs and benefits of climate actions compared with business-as-usual scenarios. Participants explore different impact assessment methods used by cities, including cost-efficiency and cost–benefit analyses, and learn how these calculations inform scenario-building. The module also demonstrates how results can be visualized and explained in an accessible way – ensuring that complex financial insights effectively support informed decision-making.

The Baltic Sea Region is entering a decade defined by complex, interlinked challenges: climate impacts are accelerating, demographic pressures are reshaping communities, and security threats are growing – from cyberattacks and hybrid interference to vulnerabilities in critical infrastructure. These challenges do not occur in isolation. They interact, reinforce one another, and demand coordinated responses that no country or sector can achieve alone.
