During 2011-2013 the QUEST project developed a Quality Management Tool to help small and medium-sized cities to set up and further develop their sustainable mobility policies and actions with the assistance of an external expert - the QUEST Auditor. The tool has now been finalised and it is time to take a look at the results and the future of QUEST.
The experiences made show that QUEST is practical and applicable, both from the perspective of the auditor as well as the cities. Over the course of the project the tool was tested and applied in 46 cities from 14 countries and the integration of an external expert (auditor) has proven as the key to success. 46 cities, among them UBC cities Halmstad and Gävle, received tailor made QUEST Action Plans including proposals for both short- and long-term measures for sustainable transport as well as for organisational improvements to strengthen the city’s capacity.
QUEST is suitable for any city, no matter what the level of development in the city’s sustainable urban mobility planning is or whether it has a well-developed mobility plan. QUEST guides cities to translate sustainable mobility policy into actual modal shift and helps cities judge which transport policies to prioritise and authorities to maximise the effective use of dedicated funding for these projects. This can be invaluable, especially at a time when funding and resources are limited.
To safeguard the use and quality of the methodology and ensure training, a QUEST Academy has been established. Currently, the method is available in 19 countries including Denmark, Finland, Germany Lithuania, Poland and Sweden in the Baltic Sea region.
