This document provides guidance to carry out a Peer Review of the Eco-Management and Audit Scheme (EMAS) implementation in municipalities across the European Union.
This guidance has been written using the experience of an European Union research project that examined the process of Peer Review in 16 partner cities that have implemented or are in the process of implementing EMAS.1
This Peer Review Manual provides guidance and resources to undertake a peer review of the EMAS process in a municipality approximately 1 year after the process was begun. This Manual consequently focuses on examining the stages of
EMAS that are likely to have been achieved in this first year, these stages are:
- The Environmental Policy
- Environmental Review
- Management Programme
- Environmental Management System
